Can't find the Configuration app.

There appears to be a depiction of a configuration app in the User Manual, but just can't find it. If someone would be kind enough to help me with this I would be most grateful.

I think you are thinking of the Vancouver+ configuration app. If you don't have Vancouver+ installed, you don't need to worry about it, the settings in the image are just for compatibility.
